The International Liquid Terminals Association (ILTA) is pleased to announce that Harold Laurence, P.E., has joined the ILTA team as director of Industry Affairs and Education.

Laurence joins ILTA after more than five years as the Association’s trusted technical resource on US Environmental Protection Agency (EPA) air emissions matters. Since 2012, he has consulted for the fuels and terminal industries on air permitting, standards, compliance, and enforcement matters.

During his tenure at Trinity Consultants, Laurence led the company’s storage tank air services practice and trained more than 500 environmental professionals on tank and terminal air emissions, including presenting a course at ILTA’s 2023 Conference & Trade Show. Since 2019, he has participated in the American Petroleum Institute Committee on Evaporative Loss Estimation (CELE), which maintains the industry’s emission estimation equations.

In 2022, following the US EPA’s proposal of extensive new regulations affecting gasoline distribution terminals and pipelines, ILTA engaged Trinity Consultants to represent the Association throughout the rulemaking process. Laurence assumed management of that work in 2024, helping ILTA members lead a complex emissions testing programme and an administrative petition with the EPA to share its findings. In recognition of these contributions, ILTA honoured Laurence with its 2025 Distinguished Service Award. He was also recognised by Storage Terminals Magazine as a 2025 Top 100 Storage Tank Influencer.

Harold fills an important area of expertise within our team and will be an invaluable resource as we continue our work with federal agencies and support our members through an evolving regulatory environment.”

As director of Industry Affairs and Education, Laurence will work closely with ILTA’s Government Affairs and Membership Departments to support the Association’s advocacy efforts while serving as a technical resource for members. He will also develop and deliver specialised curriculum based on his expertise, expanding ILTA’s ability to provide timely, practical training through both in-person and online educational opportunities throughout the year.
