China’s National Development and Reform Commission (NDRC) and China’s National Energy Administration have jointly issued the “Medium and Long-Term Plan for the Development of Hydrogen Energy Industry (2021-2035)”. The plan proposes three-stage goals for the development of China’s hydrogen energy industry.

– Increase the quantity of hydrogen Fuel Cell Vehicles (VFC) to 50,000
– Build-up hydrogen refuelling station networks
– Hydrogen production from renewable energy to reaching 100,000-200,000 tons/year
– Carbon dioxide emission reduction of 1-2,000,000 tons/year.

The 2030 goal is to form a relatively complete hydrogen energy industry technology innovation system, and clean energy hydrogen production and supply system.

The third stage is the 2035 goal to form a multi-application ecology of hydrogen energy. The proportion of hydrogen production from renewable energy in terminal energy consumption will increase significantly.

Hydrogen energy is an important part of China’s energy system in the future. Wang Xiang, deputy director of the high-tech department of the NDRC of China, pointed out that hydrogen energy is similar to electricity, and both are common secondary energy sources that need to be obtained through primary energy conversion.

He said: “The difference is that hydrogen energy has high energy density and simple storage methods, making it an ideal choice for large-scale, long-term energy storage, providing a solution for the large-scale consumption of renewable energy. With the utilisation of hydrogen energy such as fuel cells, as the technology gradually matures, hydrogen energy-thermal energy-electricity will realise flexible conversion and coupled development.”

Hydrogen energy will become an important carrier for energy-using terminals to achieve green and low-carbon transformation, Wang Xiang added. Taking green and low carbon energy as a guideline, strengthening the green supply of hydrogen, and creating a variety of forms of hydrogen energy consumption ecology, will all help improve China’s energy security level.

Wang Xiang also said the hydrogen energy industry is a key development direction of China’s emerging industries and future industries. China will strengthen the construction of an innovation system for the hydrogen energy industry, accelerate industrial upgrading and growth, and realize a virtuous cycle and innovative development of the industrial chain.
